The Court found that Captain Howell did not lake sulliciont precautionary measures to ascertain his position when approaching Kapiti, The Court took into consideration his e?iceflent record during the i.iirty years he had held ci master's certificate. but thought he should be censured for his want of care on this occasion, and he ordered to pay costs of the cnijuiry.
