M. van Tets van Goudriaan, tho Premier, welcomed the delegates to The Hague Peace Convention, and delivered a formal inaugural addressRUSSIAN DELEGATE APPOINTED PRESIDENT. PRESIDENTIAL REMARKS. Received 17th, 10.40 p.m. The Hague, June 17. M. Nelidoff, the Russian delegate, has been selected President of the Peace Convention.
- In the course of his speech on assuming the Presidency, Ijc rejoiced at the j increasing disposition of the States to re- ] sort to Arbitration, L--.it counselled the ( Conference agaiiist being too ambitious. ■ adding that nations had the same passions and weaknesses as individuals. He remarked that If courts of justice, despite the severity of penalties, wherewith they were armed, failed to prevent qnarrels, it would be the same between nations, although the progress of the conciliation and softening of manners ought to such eases.
