France and Spain have exchanged a Mute, mutually guaranteeing the maintenance of the status quo in those parts of the Mwlitcrranean and Atlantic wherein they are directly interested. The Note does not constitute any alliance, and is unaccompanied by any military convention. Great Britain and Spain have exchanged a similar Note with a view to safeguarding their mutual interests. These two agreements have been communicated to Germany and tho otiier i great Powers. Paris, futus 17. * M. Rielion,' interviewed, uaid the Franco-Spanish agreement, beside! seeking to maintain the status quo, which, owing to the proximity of their respective relations, could not be benefited without injuring the two Powers' essential interests, assures security of communication with such possessions. Tho arrangements were an excellent guarantee of peace. Lb Temps says the agreements are purely diplomatic.
