ALLEGED INCITING TO CRIME. London. June 14. Mr C. Craig member for Antrim, asked whether Mr Birrell was aware that P, Kelly, magistrate, in a speech at Newinn, Galway, has declared that if Lord Ashtown, a local landlord who is under constant police protection, lived at Killano or Loughrear, he would have been on a stretcher long ago, the same as John Blake, whom Mr Craig explained was shot dead in 1883. He said Kelly had added that men of Woodlawn lacked the courage and manliness to treat Ashtown as they should. Mr Birrell replied that the speech was under the consideration of the Government.
