ORANGIA CONSTITUTION
London, June 11. The following are the main features " of the Transvaal precedent letters patent to confer on Orangia a Legislative - Council. The Council shall consist of eleven, nominated first by the Governor, with the right to be converted into ..n e'<ctive Chamber by the Legislature alt >r four years; also an Assembly of thirtyeight, whereof five will represent Blocjnfontein.
A separate Land Board will be created for five years, with security for pensions for such officials in the Land Settlement Department as are retained, and a liberal construction will be put on settlers' rights. King Edward expressed confidence that the inhabitants will increasingly enjoy the prosperity and contentment distinguishing Orangia in the past. Newspapers hope the risks will be minimised after Mr Botha's speeches and the fact that such a typical Afrikander as Mr Smuts (Transvaal cclinial Secretary) has drafted an Education Bill which was welcomed by the whoie of the Transvaal Press. Th- Hill seeks to make a thorough knowledge of English universal, and withdraws patronage from separatist Dutch sc.iools. Mr Smuts, at the Het V«lk Congress, remarked that education had superseded the rifle as the weapon of the Afrikander people-
