Sydney, June 12. The State Government Ims decided not to participate in any guarantee for Hie mail syndicate, but the Victorian Government has changed its attitude since, the Premiers' Conference, the Cabinet having decided to contribute to a guarantee if the other States do, provided the State hold first mortgage over the *<*#**■ .-'cana STATES DECLINE TO GUARANTEE. Received 13th, 0.29 a.m. Melbourne, Juno 12. Sir John Forest states he has received communications from New South Wales, South Australia and Tasmania, practically declining to guarantee the mail syndicate.
