DISCUSSION RE-STARTED BY BLUEBOOH. . . London June 5. The Blue Book shows that Mr Deakin explained that hiß "cold-shoulder" speech at the Victoria League had been misinterpreted. His remarks did not apply to conference matters; it applied in general not the present Government in particular.
Unionist newspapers are complaining of the serious inadequacy of the precis, as shown by the Blue Book. The Daily Chronicle says that owing to divisions of opinion the secretariat is left in a somewhat nebulous state. Lord Elgin must give it shape and substancethere is ample scope for his powers as a constructive Imperial statesman.
