MR BENT IN ENGLAND
SATISFACTORY FINANCIAL ARRANGEMENTS London, May 20. The Hon. T. Bent h id a long interview with Mr Winston Churciii;i (Under-Sec-retary for the Colonies) respecting States' rights. He intends to See Lord Elgin on the same subject. Mr Bent's new agreement with the London and Wc-tininster Bank starts "on July 2nd. The coat of the management of the finances of Victoria will te reduced to £l3O per million, the saving annually being £400(1. while determination of the agreement with '.he Bank has been reduced to half-a-crown per cent, saving £37,000. The rate for conversion has also been reduced to half-a-crown per cent.
