STATE DEBTS AND BORROWING. THE FEDERAL GOVERNMENT PROPOSALS. Received 29th, 1.17 a.m. • Brisbane, May 2S. At the Premiers' Conference, Sir Joiia Forrest said he had authority for saving that if the Conference failed to come j to some arrangement with regard to taking over the debts as a whole, it ws the intention of the Government to proceed te carry out its power- under the Constitution to take over the two hundred and two'million it had a right 10. It was desirable at the present time to ask the States to undertake for all time not to borrow in London except through the Commonwealth, that arrangement !0 continue untili the 31st December, liP.fl,
