A CHILDISH COMPLAINT. CHARGE AGAINST COLONIAL DELEGATES. Received 17th, 11.51 p.m. London May 17. In the House of Commons, Mr Harold Pearson mentioning that Dr Snrartt (Cape Colony) had addressed a Conservatives' meeting at Leisron, Suffolk, inquired regarding the propriety of a delegate to the Colonial Conference speaking at a political meeting, and askd Mr Churchill to enquire Whether Lord Elgin could see his way to remonstrate with the Cape Government concerning the serious breach of etiqutte. (Opposition laughter). The Speaker said: "Had an honorable member submitted thitt question to me, I would not have permitted it. No department of Government of this country has any control over the Ministers of a self-governing colony." (Opposition cheers).
