| The Earl of Crewe, speaking at Cam ;..' bridge, said the interchange of views on Imperial defence alone made the Con ference a success, and had done mucli to justify the hope that more might yet , be done for close union regarding prefer Sf enee. The Government were" placed where they were to keep the bridge in . the interest of free trade, and the Co , lonial Premiers entirely recognised the position. The Irish Council Bill was moderate, and doubtless a great many Liberals were disappointed with 'the small scope of the Bill, but a considerable number thought it went far enough. He did not-believe in matters of Constitutional change, it was wise to go far ahead o{ party, and whether increasing the self-government of Ireland, or dealing with the relation of the Lords and Commons, caution was needed in order to secure the party's general support.
