London, May 7. In the House of Commons, Sit li. Campbell - Bannerman, questioned regarding Prince Bulow'a speech on shipbuilding, remarked that Britain, like Germany, while maintaining her own view concerning limitation of armaments, desired to avoid causing difficulty or embarrassment with others. She recognsed that any question of expendH Cure on armaments could only be dealt with by agreement and consent. He was not prepared at present to make any -further statement regarding the ship-ouilding programme.
