HOW GERMAN Y HOPES TO PROFIT BY THE PEACE CONFERENCE.

It is understood here that if the motion for disarmament at the Hague Conference be put forward by a Great Power, Germany will not withdraw, as many suppose she wil do, but will play a waiting game, and endeavour to turn the tables as follows. .She would notify her acceptance of the idea of disarmament on condition that certain prineiplec were recognised, the chief of these being that armaments should be proportional to the population of a country. If this were applied to the navies of the world, Great Britain would object to it, and if Hie size of a mercantile licet was to be the basis for controlling the strength of England's Navy, tin; United states would object.
