The annual meeting of the New Zealand tlugby L'nion was held till* eveniing, Mr -Li. F, C, Cumpbcll presiding.
I'lie finances- of the L'nion showed a profit for the year of .-C302. Lo.uuty amounting to C; 1450 had been granted to the following Unions:—Auckland I JCIUOO, Tarauaki £4OO, W'auganui £751), Southland 113011. Trie sum of £9300 haJ been placed on fixed deposit. team, lie alleged, were allowed to rambla about at their own .sweet will. One man was in a suite of intoxication. No one attended the team in the interval, all the officials being busy looking after the gates. Why, also, were certain clubs allowed to secede 'from the Hawke's Bay Union without the content of that union, and allowed to join another union? More light should be shed upon the doings of the Management Committee, and affiliated unions should be made acquainted with the doings of the committee.
The report and balance-sheet were adopted. Mr G. H. Dixon, on behalf of the management committee, moved that the New Zealand Rugby Union should become incorporated under the Unclassified Societies Registration Act Amendment Act, 1900—This was carried. Mr R. M. Isaacs tvjtago) moved an Amendment to rule 3 (control of the game) providing for the appointment of referees, such appointments to be mads by an appointment consisting of two members of the Management Committee, one member of the New Zealand Referees' Association, to be nominated by that body.—Carried on division. Mr M. J. Reardon (Bush Union) moved to amend rule 5 (officers) by providing that the secretary of the Union be not an honorary, but a paid secretary. He contended that the Union was now a money-lending institution,
with a capital of over £12,000, and it was high time they had a paid secretary. —Carried.
Dr Newman (Wellington) moved that the Union revert to the old method of appointing vice-presidents, one to Jie nominated by each anion instead of three being elected at the annual general meeting of the New Zealand Union. To this Mr Langsfonl (Auckland) moved a proviso that a vice-president I must be resident within the boundaries of the union nominating him. «
Dr Newman's amendment was carried, with the proviso. Mr J. Hutchison (Otago) moved the deletion of sub-clause c of rule 15—that any one delegate may exercise all the votes to which his union « entitled.
Some objection was raised to the proposal, on the ground that an injustice would thereby be done to smaller unions who could afford to send a full number of delegates. The motion was rejected, and the old clause retained. ' > ■ . .|*!'-|
Mr Skoglund (Taranakl) moved to amend rule 10 in the direction of providing that the annual report and balance sheet shall be in the hands of affiliated unions nt least a fortnight before the annual meeting.—Carried. Mr Campbell (Otago) moved in rulo 20, from the decision of the Management Committee on all matters coming within its power or referred to it there shall be no appeal, tile deletion of the words "there shall be no appeal," and to substitute "there shall be right of appeal to an appeal council to be appointed by the delegates at the annual meeting, the members of such appeal council not to be members of the committee of management." Mr Hales (Walrarapa) suggested that such appointments 1o the appeal council should be made by the president, as was done by the president of the Racing Conference.
Mr Campbell's motion was carried.
Mr Murray moved to amend rule 32 (annual subscriptions) by adding, "providing that the maximum subscription payable by any union shall not exceed £5 12s fld."—Carried.
Dv Xewman (Wellington) moved that the shield regulations snotild he amended to provide for the following:—Tim competition for the shield to he between the provincial districts of New Zealand, the shield to be held in the first place by the union of the capital town of the province winning the same; any union within the province defeating the union holding the shield to obtain possession and hold the same on behalf of the province. The shield match to be played on the ground of the union that at the time of the match holds the shield." The mover thought the present anomalous position should be remedied. It was ifelt that the Shield should be confined to the piovlnee and not to unions.
Mr O. H. Mason (Canterbury) maintained that the whole scheme was un? workable. The shield should be wiped out altogether. Once they started quibbling over -who should fight for it they would create a great dissention. Mr White (Buller) said the idea was that. If. say, the Wellington Union won the shield it should be wrested from them on their own ground. This would give country players n chance of coming directly under the eyes of the selectors of the New Zealand team.
