•Tile Imperial Chancellor (I'rince You JJuloxv), in a pre-eminently peaceful speech on the European outlook, in tin; Reichstag, said that Germany would attend tile Hague Conference, but leave to others who were sanguine tuat discussion on the question of the iinitntion of armaments would prove successful to conduct it alone. If a practical scheme were evolved, Germany would conscientiously consider it.
