Campbell-Baiuierinan wrote that whatever the difficulties in the way. we must hope there will be no retrogression, and that the general desire for relief prevalent in Europe will find expression at the Hague. Lord Weardale stated that Britain was pressing the proposal of limitation, and he believed the United States and France would support Britain.
