ZAMBKSI LABOR FOll TRANSVAAL. PORTUGUESE SUPERIXTEXDEXT TO BE APPOINTED. Received 21st, 4.2G p.m. Lisbon, April 20. It is stated at Lisbon that a Portugese Charge d' Affairs will be appointed in the Transvaal to superintend the immigration of Zambesi natives engaged in the work of mining. PROPOSED TERRITORIAL CESSION. QUEEN OF SWAZILAND'S OFFER. London, April 20. The Daily Mail's Johannesburg correspondent reports that the Queen of Swaziland is prepared to cede to the Transvaal one-third of her country, comprising ail area of high mineral worth for a subsidy of £4OOO per annum.
(Swaziland, which passed with the Transvaal under British rule in ltlOO, is now a Protectorate administered by the Governor of the Transvaal. ]t is bounded on the east by the Delegaoa Bay territory of Portugese East Africa and Tongaland, which intervene between it and the coast. Area, 8000 square miles; population, 84,580. Capital, Kmbabaaan.
It is n mountainous tract stretching along the Limpopo range, with richly fertile valleys, valuable ileitis of gold and coal, ainl considerable agricultural and pastoral resources. The Swa/.i are 3 section of the Zulu race, and the native ruler is the Queeu Regent, Lobatseoeni. By an Order-in-Gouncil, August 7, 1903, a Resident Commissioner, with assistant commissioners, judges, and other officers to administer justice and collect taxes, were appointed.' A proclamation was issued (October 3, 1004), providing for the administration of the country and for the establishment of magistrates' circuit courts. The jurisdiction of the paramount and other chiefs is retained in all civil disputes in which only aboriginal natives arc concerned, but with an appeal to n resident magistrate.
