BRITISH BASIS FUR AGREEMENT. London, April 18. The Times states that the C.overnjnent is agreed regarding a polity in any future negotiations with France concerning the Xew Hebrides Conveution. Lord Elgin, Secretary for the Colonies, in framing instructions, remembered Mr. Deakin's suggestions in his despatch'of June 13, for the better protection of indentured natives. Special consideration will l)e given to the sections of the Convention dealing with the engagement of Women and children, tiio hours of labor. Wages, and conditions of repatriation.
