Professor De Martens, in a letter to The Times, considers the second Douma 11 failure, and dissolution a question of only days or weeks. He thinks the onlyremedy will lie the violation of article 87 of the fundamental laws concerning the franchise. The Times characterises this as counsel of despair, and hopes the Czar and his advisers will not be driven to listen thereto.
