The minnal report of the Southland Education Hoard states that the supply of fully qualified teachers during the year lias been quite, inadequate, resulting in a constant succession of vacancies, many of which have had to be filled by persciw of little or no experience. There were in the Board's service at the close of. 1900 no less tluin 83 teachers, exclusive of pupil teachers, who had neither certificate lipr license to teach. The report states that while this condition of affairs exists it is to be feared that the progress of education in the district, especially in remote ports, will be retarded. In the pupil teachers' bran:'ii ol the service, there is more than ample supply, especially of females. As to hig'i schools, it is stated that there lias been difficulty, in obtaining competent special assistance, and that the absence of literary qualification on one hand and (caching experience on the other, have proved detrimental to the progress of higher education in the district. The lioard is of opinion that the salary of a special assistant where one is employed should be .C2OO a year.
