ATTACKED BY SIR C. DILKE. Received lltli, 12.25 a.m. London, April 10. A sensational feature of the debate on Mr Ilaldane's Army re-organisation scheme was Sir C. Dilke's deciaratoin that- the proposed striking force of 1G7,000 men was far too large, and not fixed by any consideration of needs, "but merely by the accidental strength of the battalions abroad. The House had not been informed where such forces might, be needed. The financial provision for the Territorials was inadequate, and there was very little democratic about the Territorials. The sympathy of the public could only be attracted by (he Australians' adopted method of ii.v paying artisans for time given to (he public service.
