TARIFF VIVENDI.
GERMANY AND UNITED STATES. Received 10th, 12.55 a.m. New York, April 0. Baron Sternburg, German Ambassador, and the Hon. E. Root have reached a basis of a vivendi for continuing the application of the German minimum tariff to American goods pending Congress' aition on the Commercial treaty.
