RETARDED BY AVERSION TO FOREIGN CAPITAL. FAMINE STRICKEN DISTRICTS. Received 7th, 4.54 p.m. London, April li. The Times' Pckin correspondent reports that China's indefinite postponement of negotiations regarding tile Ang-lo-German loan for the Tientsin-Y'angtse trunk line, the reconstruction whereof would have employed large numbers of famine-stricken people, is attributed to aversion to foreign capital, and supervision, although the Chinese GoveiTiuient sanctions pitiful appeals to foreigners for the relief of distress.
