A letter from the British ConsulGeneral at San Francisco, says that from the workman's point of view, the situation here is deplorable. Unions have seized fean Francisco in a relentless grip, and are refusing to allow any new members to join the unions, with the object of limiting the supply, and forcing up the piiees of labor. The expenses of living are bo high that a man earning five dollars a day, if married, can only manage to keep his head above water.
