GERMAN DENIAL OF IMPLICATION. Received 26th, 10.19 p.m. Berlin, March 2G. The ''Cologne Gazette's" Berlin correspondent rebuts the French accusation that a German incited the Moors against the French. He declares that if the matter is submitted, to diplomatists at Tangier, all the Powers will support the demand for the punishment of the murderers, though he considers that Dr Manchamp, who was murdered, was imprudent in hoisting a flag at his residence, since flags were only flown from the mosques.
