Pe-d. formerly leading carpenter at llill-ide workshops, against reduction to the po-itiuu of carpenter was heard. The Department's action, in reducing appellant, was based on his use of obscene and improper language when hpeaking of the foreman of his department. The use of the language Mas admitted, but it was contended that it was done joculary, aud not with the object, ol disparaging the foreman in the evci of the men.
