Sir Frederick Pollock has published in " The Times " a memo signed by the Duke of Devonshire, the Duke of Rutland, Lord Milner, Lord Tennyson, Lord Avebury, Sir John Colomb, Professor Schuster, Mr Sydenham Clarke, the Hon. W. P. Reeves and others, Outlining the essential points on which a general agreement is possible regarding Imperial organisation. Jhe conclusions resemble those indicated in the Hon. A. Lyttelton's despatch, and suggest machinery enabling Colonial Conferences to acquire something in the nature of corporate continuity by the creation of a permanent Secretarial or Intelligence Department, and by the permanent representation of .the Colonial Governments m London by High Commissioners and other specially appointed persons Tho "Times" cordially endorses the general objects, but thinks the memo errs on the side of excessive vagueness, especially when referring to the permanent representation of the Colonies.
