II'KOIUJSLE LEGISLATIVE ACTION. THE MAGNATES ALARMED. Keceived March 13, 11.2i5 p.m. New York, March 13. Railway magnates are alarmed at 'the prospect of twenty-eight. State Legislatures limiting p:\s-enger rates to one penny a mile. They asked Mr. I'ierpont Morgan to assure rresident ltoqsevelt that they are willing to cooperate with the Government in the proper enforcement of the rate law. president Roosevelt consented to discuss matters with the presidents of the three greatest railways.
