Bebun, March 7, The Berlin newspaper Tapliche Rundichau asserts that Russia has arranged that herse'f, Germany, Erance, and Austria-Hungary shall prevent The Hague Conference discussing the question of limitation of armaments, GEEMAN EXPRESSION OF GOODWILL. Received 8, 11.31 p.m. Berlin, March 8. In the Reichstag the Minister of Foreign Affairs said that Germany had gueu serious consideration to the proposals to be submitted to the Hague Convention, and co-operate with goodwill in the work. He" added that disarmament was not on the detailed programme accompanying Russia's invitation to the Conference.
