COUNT BCLOW'S POLICY.
Received 27, 10.7 p.m. Beelix, Februsry 27. While scolding the Socialists yesterday for lack of patriotism, Count Bulow hinted at a considerable policy of social reform. The policy is interpreted as intended te indirectly pacify the Socialists in the country, and then ask for more ships and guns.
