LORDS AND COMMONS.
CHARACTERISTIC SPEKCIi BY WINSTON CHURCHILL. Received 5, 10.7 p.m. London, February 5, Mr Winston Churchill, speaking at Manchester, attacked the House of Lords, characterising them as agents of one party, and champions of the landed interests. He declared that before appealing to the country, the Commons must pass a couple of Rood radical budgets. The power of the purse was the first of the great weapons wliereby the Commons were able to make their will effective over the whole area of Government and legislation.
