HAWAIIAN FORTIFICATIONS. PROPOSED LARGE EXPENDITURE A SIGNIFICANT"STATEMENT. Received 31st, 0.27 p.m. New York, January 31. Sir Taft, Secretary for War, urges the appropriation of an additional three and a half million dollars to fortifying Pearl Harbour in Hawaii. He declares tliat every reason exists for having tue fortifications ready. [The significance of Air Taft's state' ment is worthy of attention at 'the ji. pressnt juncture. The Japanese are at present overrunning Hawaii, and it was recently stated that amongst the Japanese coolies there were hundreds of ex-Japanese soldiers ready for emergency.] ______
