The Premier arrived from Duncdin by the first express this afternoon, and in the evening be was entertained at a farewell dinner by (he commercial and business people of the city. Heplyin? to the toast of his health, Sir Joseph Ward slated that the alterations that were to be mado in the Legislative Council would greatly improvo the Council, and the different sections of (he community would be fairly represented m the selection of new Councillors that was to be made. lie did not believe it would ever be possible to have a Parliament of one House only. Sir Joseph, with the other visiting Ministers, left by a late steamer for Wellington, whore important Cabinet meetings are to be held prior to the Premier's departure from the colony to attend the Imperial Conference
