The most significant speech made by an American Cabinet Minister this year was delivered by Mr Eli Hoot, the Secretary of, State, before the Pan-Mis-sipi Commercial Congress at Kansas City last night, wherein Mr Root declared the adherence of the American Government to the Monroe Doctrine. "The circumstances which originally led to the declaration of the Monroe Doctrine no longer exist," said .Mr Root, "but it does not need a prophetic vision to see that occasions for its application may arise in the future. "1 declare that the principle of the Monroe Doctrine is as wise an expres sion of sound political judgment to day, and as truthfully represents the sentiments and instincts of the American people, as it did more than eighty years ago. The Monroe Doctrine responded to the instinct of self-preservation in an intensely practical people, and it crystalised the Sentiment for liberty and rights which gave American democracy its true world power in the virile potency of a great example."
