DECLARATIONS BY LAYMEN. London, December 17. "The Times" says that notwithstanding Papal and episcopal prohibitions, laymen have registered Paris churches by an ordinary declaration for purposes of worship. Other churches remain open by tolerance. Nonconforming priests are no longer subsidised, but pensions for aged priests are not affected.
The Government maintains that the new Bill accords with the demands of the September Assembly of the bishops —that public worship should be organised on the basis of the Association's law of 1901.
