A ieatcd corrcsx>ondenc« has been nioceeding for some Weeks between Jhe States, federal and Imperial Coyernments with reference to tite it presentation at the Colonial CouftrJnce. The States Premiers applied to the Colonial Olhce ior direct rcprcaeniation. The matter was ref errea to the i'ederal Ministry, Mr Dpakin • urging that the Commonwealth Cabinet would adequately represent the whole Commonwealth. The State Premiers maintain that as the States still remain Sovereign States, they arc entitled to send delegates, and they affirm they cannot accept Mr Dcakin as their mouthpiece on several matters ,Which affect the powers lescrved tc tnem under the Commonwealth Constitution. They are still strongly Messing their claims on the Colonial Office. So far Lord Elgin is inclweo {ts the view that the Common ivvj it L Cahinet alone should seAl delegates.
