WESTERN PAI!K EXCHANGE. Jlr O. Samuel forwarded draft agreemerit of the proposed exchange between the Council and the School Commissioners of sections for Western Park, lie bad written to the Board's secretary authorising completion on payment to him of £3OO and the Board's expenses incidental to the exchange, amounting to £0 15s. The Mayor moved that the .£3OO and expenses lie paid, and that Crs. Webster and Browne sign the transfer on behau of the Council. Cr. Browne seconded. Cr. Wilson said that it was all verv well to move to pay away a lot of money, but as a lot of this business bad been transacted apart from the Council table he would like a full statement of the position. Eor that purpose he moved an amendment that a specia committee, comprising Cr. Parker and the mover, inquire and report.
Cr. Bellringer seconded, and the amendment was carried. Mr G. Browne, for the Western Park Committee, applied for the balance of the Council's subsidy.—To be paid. WATER EXTENSION. Hon. T. Kelly's application to have ,water laid on to section Wool-combe-terrace, was referred to the Works Committee. DEVON-STREET WEST. Mr J. C. George urged the desirability foi' repairing the footpatli on Devons-treet West between Morley and Dawson streets. Though a large ratepayer for twenty years, he said this was the first special request lie had made for any work in his own neighbourhood. He also asked that, if possible, the drainage be extended so that he could connect his residence with the scheme.—Referred to the Works Committee. INSANITARY STREET. A petition was received, supported by a large deputation, from ratepayers in the vicinity, asking the Council to abate the nuisance caused by drainage flowing into and lying in the sidechannel in Hobson and Courtenay streets. Cr. Wilson moved that the sanitary engineer provide a report. The street had a dip in it, and the drainage could not How away. He referred to bouse slops, not drainage as a term applied to the sewage in the centre of the borough. He suggested that the engineer might suggest Bome means of draining the east ward. Cr. Bellringer seconded. Mr Sam. Hill, one of the signatories, said the borough staff had been compelled to sluice out the drains. Tlie effluvia and tlie sight of the stagnant refuse matter were nauseating. The ratepayers there paid towards the upkeep of the drainage system for the heart of the town, and were entitled to some consideration, in the interests of public health.
Mr Scott bore out remarks of previous speakers that a previous borough engineer had had a channel constructed for a short distance from De-von-street, making the sewage collect at one point. The difficulty was enhanced by the droves of cattle that passed along and trampled in the sidechannels. The warm weather would probably bring an outbreak of fever. The engineer will report. The deputation thanked the Council and withdrew. JTLLIS-STREET.
Mrs W. Coker wrote that it was her intention to build on the sections fronting FiKis-streef, as contemplated by the late Mr Coker, and asked that the work in Fillis-street be done.
The Mfiyor suggested there was no hurry. He would like to nee some tangible proof of the intention to build. Or. Wilson said he had pointed out the necessity of this before, but neither the Jlayor nor anyone else would listen to him. Cr. Browne asked ifthe owner would spend the £OOO originally intended. Cr. .lMlringer moved that the foreman proceed with t lie work. This was defeated, and the work will be dono when required by Mrs Colter. ELECTRIC LIGHT. The Electric Light Committee recommended: That the electrical engineer be authorised to deal with the complaint of the Salvation Army that the shadow thrown by the electric light pole on the door of the barracks was a source of danger to people attending there; that Mr Edwards' resignation as switchboard attendant be accepted, and that H testimonial be given to liim as requested; that applications be called for the position at a salary of A-2 per weckj that the sum of £SO arranged to be paid by .Mr Goodacre for electrical power and lighting at the boot factory be reduced to £45, Mr Goodacre not requiring the energy for lighting at present; that the electrical engineer be authorise} to take immediate steps to adjust tfb poles, on the Junetion-road, where yfl'eiitwl by the alterations made by the county.—Adopted. The Council rose shortly after 11.30.
