The Times' Tokio correspondent rejQorls that Japan i 3 contemplating changes enabling her to place an army of 750,000 in the field. The Minister of War declared the gole object was to secure peace by making Japan too formidable to be attacked. Some of the Ministers dissented, but finally yielded.
