THE RACIAL PROBLEMS. Capetown, December 4. The head committee advise the Uet Yolk Congress to accept a programme of racial reconciliation and federation of South Africa, jut and humane treatment of natives, and their suitable education, especially industrially ; also the prohibition and importation of Asiatic labour, the gradual repatriation of Chinese at the expiration of their contract*, and replacement of Chinese by natives. Lobdo>, December 4. Owing to representations made bv fwhiff' in the Transvaal, the Earl of Elgin (Secretary for the Colonies) is at present unable to sanction the ordinance inflicting disabilities upon them. The Helvolk and the Progressives are unable to agree regarding a united protest against the reservation of native and Asiatic questions in the Constitution.
