ALGERIA.
MEASURES TOR PROTECTING EUROPEANS. Received 27th, 12.y a.m. London, November 26. An agreement, subject to the ratification of the Powers represented at the Aigericas Conference, provides that 1' ranee and Spain, if necessary, may temporarily land a force not exceeding twelve hundred men at Tangier, to assist in re-establishing authority and ensuring the safety of Europeans.
