MEKTISG OF OCTOBEBIS K. MODEBATE SPEECHES. Received 19, 9.55 p.m. St. Petzbsbfbo, November 19. At a meeting of the Octobenst Party at St. Petersburg, the President, H. GuUchikoff, declared that the monarchal principle must be constitutional in form, and deuioc/atic in operation. Others admitted taat M. tstolypin's work had been beneficial, and urged the Czar to become a liberator, ruling over free citizens, not shackled slaves.
