INDUCEMENT TO INDIA PRODUCERS. Received 16th, 10.13 p.m. London, November 16. The German delegate at the International Cotton Congress in London declared that the Continental nations could surrender to English spinneraa:t amillion to a million bale* )f American cotton if able to get Ea-t Indian cotton of adequate quality. Several numbers urged the Indian Government to promote an improvement.
