Col!is, G. W . Biowne, D. lluicht.i, and K. Siohr. Cr. Bellringcr wa- granted leave of absence, owing to illness.
PARTY WALLS. Air E. Waitara and New Plymouth Borough Councils combined were entitled to two members, the voting power at election being : New Plymouth four and Waitara one. Tlie District Health Officer wrote, in reference to the proposal that Mr Kendall, borough inspector, slit u d act for the Health Department in New Plymouth, that tile dudes would
' be to report infectious cases to the Department, report to schoolmasters when children were afflicted with infectious disease, and any special matter that might crop up. The subsidy would probably be /20 annually. The Mayor agreed to Mr Kendall undertaking the duties. Cr. Collis thought the Council
should claim only half the subsidy. Cr. Hutchen was emphatic that Mr Kendall was entitled to the whole
amount. Mr Kendal", questioned concerning the appointment, said he did not like accepting- a position below any but tli; District Health Officer. The Council agreed in Mr Kendal: undertaking the duties on the understanding that the agreement could be cancelled should friction occur, or should it be found the engineer was overloaded with work. WATER POWER.

A letter was read from Mr IV. Goodacre (Egmont Bout Company), objecting to pay anything above i id. The Council might as well cut off the supply at once if the rate was to be increased to gd. The Mayor said there was a special clause for lifts, but motive power seemed to bo overlooked. Cr. Wilson seconded the motion. In answer to quesiions, the Town Clerk said most motive power was sold without meter, at so much per annum per horse power. The motion was carried. WAIMANU STREET.
The District Engineer of Railways wrote that the Depaitnieni would form an overhead footbridge over the railway line at Waimanu-street, but would not give access ,o the beach. Cr. CoLts objected to "backing down.''
The Mayor, however, pointed out that the Council was enl'ueiy in 'he hands of the D> partmrtu . ' In answer to Cr. Collis, the Town Clerk stated t.te engineer had stated ne wou'd leave W .mnanu-street as he found it, except that a bridge would iake the place of tiie street. Cr. The Mayor undertook to bring the matter under the notice of the Minister on his next visit, and the letter was received. THE SMOKE NUISANCE. Mes-is R. Coleman and R. Hughes complained of the smoke nuisance from the Gill-street laundry. After considerable discussion, the engineer was authorised to endeavour to ftavo the nuisance abated, and the matter tva» rcfeued to the Bylaws Committee.
GAS MAIN'S. The Gas Company notified intention to break up certain streets. Cr. Browne complained that the gas mains m some instances blocked dtain-:aying. Had the Council power to regulate the depth of the gas mains ? Referred to the solicitor l'or hi-, opinion. AIJATTOIk.

The electrical engineer placed before the Council a letter from Mr .Me>laycr, consulting engineer, concerning the governors on tiie turbines. A tnree per cent deviation should be satisfactory. DRAINAGE. Cr. U'il-on moved the adoption of the Drainage Committee's report. Speaking to the motion, he said .hat the engineer had proposed (acting on Mr Mesuiycr's plan) to drain Hino slice, as far as Morley street. The committee wished for information as to the cost of draining as far as the botough boundary, including a number of sections with two hou-es standing on each section. In connection wiih draining the hue-lying properties between Gill and Devon Meat Bazaar, the committee leMeat Bazaar. The committee recommended the adoption of Mr Kendall s scheme of making a supplementary sewer in Gill and Gover ■'tests at a lower level than the present one as f;,r as tlie north-west corner of Mr Livingston's auction yard, and thence along the rear of the ; c eiions for ten chains, at a cost of /.So. —The report was adopted.
W'AIWAKAUIO BRIDGE. In moving the report of the committee >et up to confer with the County Council concerning this Council's contribution to the cost of the re-erection of the Waiwakaiho bridge, Cr. Wilson considered that ilic Borough Council was driving a fair bargain in contributing £SOO. County Councillors stipulated a clause in the agteenient providing if Fitzroy join- the borough within five ears fiom >hi-. date, this agreement siiall not be considered as a bar to a readjustment of accounts at that time.
