London, November 9, The report of the Inspector of the Local Government Board on the inquiry into the charges of extravagant administration of the poor law at Popla r , suggests that the guardians deliberately increased the expenditure In order to force the Legislature to Complete the equalisation of rates all over tic metropolis, The report exonerates Mr W. Crook (chairman) and Xr Geo. Lansburj ( o ne of tfie guardians) from misconduct, of which tome of tl*i* colleagues were guilty, bat holds them in no small decree responsible Sol thd policj leading to the pauperisation of great numbers of people, and the sut-Mdisiqg of women by casual labour, With' the inevitable growth awaiting starvation wages ftnd increased expenditure in the borough there has becil inflicted great hardships on struggling tradesmen and Others.
Mr Croot describes the report as kicked an 3 prejudiced.

Mr |Will Crooks, in a letter to the Press in connection with the Poplar Union report, he declares that until dismissed, he will continue his policy of humanising the Poor law, and he is confident of the Labour Party support. He considers the Local Government's rude ' challenge an attempt to intimidate the democratically elected Board of Guardians.
