NEWFOUNDLAND FISHERIES.
PECULIAR ACTION BY BRITISH CAPTAIN. OVERRIDING COLONIAL AUTHORITY. Received 8, 10.19 p.m. St. John, November 8.
The captain's of American fishing vessels asked the commander of the British cruiser Brilliant if they could hire Newfoundlanders outside the three wile limit, the Colonial Government having declared the Bait Act rendered it illegal for Newfoundlanders to serve on foreign fishing vessels. The captain of the Brilliant replied that the modus Vivendi rendered such action immune from penalty. He notified the Colonial Fishery Inspector that he intended to frame rules for the herring fishery. The Colonial Government protest against such proceedings as illegal, and declares the captain's conduct belittles Colonial authority.
