Clemenccau informed the Chamber that the Government intended to maintain a dignified peace and maintain and develop alliances. The Government cannot disarm or weaken trances defensive power, until the nappy, but uncertain day, when the system existing among the nations, has changed. A progressive income tax and, if necessary, a tax on capital, ■rould replace the four direct taxes now in existence. Liberty of worship was I ensured, though foreign denomination would be prevented The scope of trade unions would be increased, and workmen's pensions would shortly be established.
The Chamber, by 3!)5 to 06, approved the declaration.
