Britain restricted herself to reasonable provision for exchange of messages beIwefn ships and land. A resolution, tnbmitbed by the American delegates making inter-communication between ship and ships compulsory, was carried, despite Britain's opposition on the ground that it was impracticable, and also an improper restriction of indiyidoal rights, but Britain carried a resolutian making the American motion a separate article of agreement, to which the rigaitory Powers would not necessarily be compelled to adhere. The Treaty will operate from July, 1908.
