Received 31, 10.10 p.m. Lonuox, October 31. Speaking m the lleuse of Commons, Mr Winston Uhurehdi justihed the fishing vivendi in Newfoundland. It was intended to avoid untoward incidents during the discussion arising out of the action the colony took despite the Government's representations. The responsibility as regards the vivendi in Order to ensure the fulfilment of the treaty engagements, rested with the Imperial Government.
