Mr Maxchant, C.E., to-day subtnitted a preliminary report to the Harbour Board of an outer harbour scheme to suit large ocean-going vessels lie was of opinion that an ex/ceilent harbour for the purpose could be constructed at a cost of £300,000 iup to ,£340,000 if concrete blocks had to be used. The Board decided that Mr Marchant should proceed with the jvork of supplying a detailed scheme.
