AUSTRALIAN PREFERENCE PROPOSALS.
IMPOSSIBLE STIPULATIONS. Received 28,5.5 p.m. Loxdos, October 27. A letter in "The Times" remarks thatthe Commonwealth in offering preference to the Motherland in the event of ships being manned wholly by Whites, concerned itself little whether the crews are British or foreign. It is unlikely that the British Government would sanction legislation intended to revive the movement auainst Lascars. A little preference is offered Britain, but if accompanied by a stipulation undermining the country's perfect frcS-n in ail matters affecting oversea co-Bnerce, it would prove a boon of very doubtful value.
